Countering international terrorism: CONTEST Annual Report

International terrorism remains the pre-eminent threat to the security of the United Kingdom. The Office for Security and Counter-Terrorism in the Home Office leads the UK’s work to counter the threat from international terrorism. 

To tackle the threat, the UK has one of the most comprehensive and wide-ranging counter-terrorism strategies in the world. CONTEST aims to reduce the threat to the UK and its interests overseas from international terrorism, so that people can go about their lives freely and with confidence. This Annual Report should be read alongside the 2009 publication of CONTEST.

The first CONTEST Annual Report provides a written account of our progress against the objectives set out in CONTEST over the last year.  During this period there have been no attacks in the UK by international terrorist groups or individuals associated with or influenced by them. But we continue to face a significant terrorist threat and there have been many terrorist attacks in other countries in which thousands of people, including British citizens, have been killed or injured. 

We recognise that our response must continue to be founded on partnerships across the spectrum from local, national to international. Communities, local authorities, Departments, agencies, Devolved Administrations, and overseas partners all play vital roles in the successful delivery of CONTEST.

We judge that to date CONTEST has achieved its aim – to reduce the risk to the UK and to its interests overseas from international terrorism, so that people can go about their lives freely and with confidence.
