The population of Moray is around 86,000. Approximately 60% live in the towns of Elgin, Buckie, Forres, Keith and Lossiemouth. The area of the Authority is 861 square miles and the overall population density is low at 10 persons per square mile. Fishing and agriculture, whisky distilling, food processing and tourism are the main industries.
The authority's strengths
Food Service Plan - The Authority has provided a detailed, comprehensive and well written service plan with respect to the control of foods elements of the Standard. However, the plan does not currently incorporate the subject of feedingstuffs controls.
Food Premises Database - A check on the accuracy of the database showed that 10 out of 10 businesses randomly selected had been entered into the database.
Food and Feedingstuffs Sampling - The Authority have produced a comprehensive food sampling programme. Examination of the food sampling files indicates that Officers have followed the appropriate policy and procedures.
Follow-Up Action to Year 1 Non-Conformances - These have been completed within the specified timescale and the audit file has been formally closed.
Key areas for improvement
Food Standards Inspections - From the files checked it is evident that food standards inspections had not been carried out in accordance with Food Safety Act 1990 Code of Practice No 8: Food Standards Inspections. Although Food Standards issues have been discussed during food hygiene inspections.
Food Hazard Warnings - A documented procedure for responding to food hazard warnings has been implemented. However, two warnings had not been recorded.
Records - The size and scale and type of food activity of a business is not detailed enough within the premises files.
Reports - Food hygiene reports to proprietors do not always cover all areas specified in Codes of Practice No. 8 & 9. Reports were not always sent to proprietors within the Authority's specified timescale.
Internal Monitoring - A procedure has been produced but requires to be fully implemented.
Feedingstuffs - As indicated above the Service Plan requires to include reference to feedingstuffs. However, the Authority has started to implement their responsibility for feedingstuffs enforcement.
